Have the honour to state that I have appointed John Douglas to be the Auditor General of this Colony. Mr. Douglas had previously been for more than ten years Assistant Auditor in the Colonial Audit Office & has given me entire satisfaction. He is not merely an Accountant but a person capable of forming a sound opinion on financial questions & of defending them in debate.
The Governor of Ceylon (under whom he formerly served) & Robinson (other references not cited) have spoken highly of him. See C.O. letter & my note to Robinson (dated 27/11) and his reply (dated 44/12) which I have shown to Sir H. R. who thinks he should appoint him. Also, reference to Ceylon despatch No.244 dated 7/15 and 30/11, and Ceston Memorial on file.
